Not a designer, but a quick tip to find a very good Drupal designer / coder.
Search for themes in theme shops like themeforest for example, you will find highly qualified companies selling templates there, check the designs you like and contact those companies directly, they usually offer custom work. That way you ensure quality work instead of hiring from websites like Freelancer and upwork where you can waste time and money ..
